On December 6, 2023, the 19th China Audio and Video Industry Conference (AVF) and the "Science and Technology Innovation Award" award ceremony with the theme of "Breaking through the puzzle of change, jointly creating a blueprint through openness, promoting scientific and technological innovation, and leading a colorful life" was grandly held in Beijing. This conference was hosted by the China Video Industry Association and co-organized by China Color TV Association and Luotu Technology (RUNTO). Representatives of enterprises such as Hisense, Skyworth, Xiaomi, TCL, Changhong, Konka, Haier, Casarte, Huawei, Honor, Philips, Samsung, Sony, HDMI, Dolby, BOE, TCL CSOT, HKC, Texas Instruments, MOKA, the National Engineering Research Center of Digital Television, Yamaha, XGIMI, JMGO, Appotronics, Fengmi, Dangbei, Orange, Aigo, Darren, Thunderbird Technology, Rokid,利亚德 (Leyard), NovaStar, Newline, Andu, Hisense Commercial Display, Vtron, AOC, iFLYTEK, Little Genius, Lenovo, Tencent Music, Rayleigh Acoustics, Shokz, BesTV, and more than 20 experts and artists in the field of digital art from well-known domestic universities attended the conference. At the conference site, business leaders from various industries such as consumer electronics, commercial displays, upstream panels, internet applications, artificial intelligence, and audio and video patents jointly discussed and exchanged ideas. The conference presented the "Science and Technology Innovation Award", the most authoritative national recognition project in the audio and video field approved by the Ministry of Science and Technology and registered and filed by the National Office for Science and Technology Awards, to encourage and recognize outstanding products, technologies, applications, designs, international cooperation, and leading figures of the year. Meanwhile, three important achievements in China's audio and video field in 2023 were also released: 12 series of standards for "Information Security of Smart TVs", the implementation results of the standard for "Guidelines for the Intellectual Property Licensing Mechanism in the Field of Consumer Electronics", and the "Demonstration Base of the Public Service Platform for the Protection and Transformation of Original IPs". Peng Jianfeng, the Executive Secretary-General of the China Video Industry Association, interpreted the "Guidelines": As the first domestic standard in the aspect of intellectual property licensing, the "Guidelines" put forward the Chinese solution for intellectual property governance. The "Guidelines" adhere to the four principles of respect, equality, fairness, reasonableness, and development, clarify the rights and obligations of both licensors and licensees, put forward specific requirements for license negotiation management, and for the first time put forward specific requirements for taking the "minimum marketable unit" attached to patents and technological contributions as the licensed subject matter. Peng Jianfeng pointed out that the purpose of the release of the "Guidelines" is to strengthen intellectual property protection and encourage innovation, and it has received extensive attention from the intellectual property community since its release. The association and the Shanghai National Engineering Center of Digital Television jointly created typical demonstration cases of the "Guidelines", successfully promoting the implementation of the "Guidelines" on the ground. Wang Yao, the Deputy General Manager of the Shanghai National Engineering Center of Digital Television, explained the release of the implementation results. The Shanghai National Engineering Center of Digital Television completed the drafting work of the national standard for digital terrestrial television broadcasting in China (GB20600 - 2006), established a patent pool for standard-essential patents, and signed license agreements with leading enterprises in the domestic and international digital television industry chains, rewriting the history of China's long-term one-way payment for foreign technologies. Meanwhile, in the practice of patent pool licensing, full reference was made to the requirements of the "Guidelines", adhering to the principles of respect, equality, fairness, reasonableness, and development, and considering the actual situation of China's industries. It was determined that the "minimum marketable unit" of the consumer electronics receiving end would be taken as the license object, which was highly recognized by the industry chain and took a solid step for the implementation of the "Guidelines".
